Issue with oak

Never seen this before, but several tree are dropping leaves like it's fall. Any ideas.

Are those brown things insects? Possibly a scale or gall? Hard to tell from photo.

Seem to dry up and go away after the leaves have been on the ground for a few days. No idea what they r. Will look for some better pics tomorrow.

Looks like Kermes scale.
