Partner 1616 Deluxe

I have a Partner 1616 Deluxe and cannot get the thing to suck fuel. Here is what I tried so far: Checked the fuel line, checked the carb, poured fuel directly into cab and I can get it to fire, so I know there is spark. The gaskets look good and I made sure they seated correctly when reassembling. The diaphragm in the carb looks to be ok, but I'm no expert.

Suggestions on what to try, look for, tweak...

Does the gas cap have a vent? If so take the gas cap off and try to start it and see what happens. Had the same problem with a late 90s poulan it needed a new cap
