Of the couple 3120's I have owned, the choke and high throttle lock have been independent. Always have to manually set the high idle. Take it back to the dealer. Or maybe try richening up the low needle if the plug isn't wet from pulling? Not sure if that would help.

It's been a while since I took the carb off of a 362, but it seems like it required taking apart the handle to get the throttle rod out to pull the carb.

I had to switch out a red one because it was too stiff. It wouldn't bend enough to fit and let the cable move freely inside of it.

Is that a common problem on those? I didn't notice my 394 was cracked there until I finished a total rebuild, then had to strip it back down and switch the case half out. Good of you to look it all over and point it out to your future buyer.

Are the limiters removed from carb? If adjusting h and l didn't do anything to the tune, I would be cleaning the carb or changing carb diaghrams. Was it stored with gas in it? I agree 125 sounds low, but should be enough to run. Looking at the piston would still be a good idea.
