Ladders are bad of course but if he'd been on a climbing rope he may still have been hit by that limb....though most likely in the lower leg area.

There is more than one lesson here.

Cut limbs contacting the ground, other limbs, or anything else need close study.
 
Really sad...honestly I hope the guy is ok...and learns to avoid that situation in the future.

Ladders are fine for access, setting a line for example but never as a cutting platform. Most home owner types are seriously injured or killed whilst cutting from a ladder. That's what a rope, harness and lanyard are for.
