Hey all.
Well, I wish I could say I fixed it, and it is now working right, but I'm not actually sure what did it.
I put a fresh carb kit on, no change, the new unrestricted muffler, no change (not that I thought that would do it), removed and cleaned the fuel tank and blew out all the fuel lines, no change- but then after running it a few min and trying to rev it it ran fine for a second, then back to the same condition. So I kept running it, working the throttle and eventually it just started to run normally.
I re-tuned it for the new muffler and it seems fine, although I haven't gone through a whole tank of fuel yet.
My best guess is something was clogged somewhere in the fuel system and messing with it eventually worked it through.
Anyway, kind of an anticlimactic ending, but it works.

A new carb kit is often the cheapest and fastest way to solve idling problems
