Ok so we have a pretty new morbark chipper, she's got a winch on her.

The problem you have to put everything you got into getting the feed wheel up/down lever and winch control to move it. Sooner or later something is gonna break...

I did not perform this it was the other mechanically inclined person that works on stuff in the shop so I don't know for sure what he did but.. he said he disassembled the valve gave it a once over cleaned it all up tryed everything by hand while disassembled and everything moved freely. then when put back together whacha know it still is stuck.

Any insight? Next ****** day I'm going to bring it in and poke around in it.

It usually has nothing to do with the internals of the actual valve, it's usually just the pins and that secure the valve handle to the valve spool. Just remove the cotter pins and pull the pins and handle, clean up with small bore brush and emery paper and put some anti-seize on them and re-assemble.
