Maple Leaf Blight?

Not sure wht's going on but for two years in a row the leaves start out green in the spring and by mid-summer they look like this and eventually fall off. I have being using the nursery recommended root stimulator during this time.
HAs anyone out there experienced this?

For the record I would not recommend the use of antitranspirants on stressed plants. Limiting carbon dioxide intake will reduce the rate a plant can photosynthesize.
