why should a knock off saw have warranty card and serial no. ?

actually my dealer has an 064, used and seems abit rough from the outside
but he did some major repairs and it runs awesome, the problem is everytime i ask
him how much you letting go of it he goes like eerrrhhhmmmmm lol

yeah few guys already told me that it wont sell at all due to 0 feedback
i took advice from a friend to open an online store, but these non epa machines
will run out soon and epa will catch up on us. so im still wondering and not sure if its worth it or not
