Queen Palm - Root Ball

The original owner of my house planted 4 queen palms around the pool. I love them but I have one that was planted between my concrete patio and a 6' vinyl privacy fence that separates my yard from the neighbor.

Recently my neighbor brought to my attention that the queen palm is pushing against the fence and causing it to bow out. The neighbor had a similar issue with another tree (not a palm) on the other side of his yard - which he remedied the situation by having someone cut the roots away from the fence allowing him to straighten it out. Is it possible to cut the palm root ball to take the pressure off the fence of will this compromise the tree? I would say it is 30' tall roughly. I hate to have to pull it, but I think I may be left with no choice. The palm is about 1 1/2 to 2 feet from the fence. Thoughts?
