There certainly is more to " the story" For example consider this...... My neighbor is an investigator for the NYS Insurance fund and here's what he's conveyed to me as a working scam on Workman's comp insurance.

Contractor hires and lists one employee, let's call that guy Juan Valdez. Now meanwhile he's really got ten guys(the valdez family) working. Somebody gets hurt...........sob dontcha know that whoever got hurt ends up being Juan Valdez Good way to cut those spiraling insurance costs, by removing 90% of the cost.

Think about the unfairness in that as viewed in the bidding process, it's kinda tough to compete if you are above board and doing things by the book.
