It gives me the willies hearing about water lines in an unconditioned attic space. You'll want to make sure the lines are well insulated. I like Armaflex, but any brand will due and long as it is sealed air tight. Contact cement on the joints will help seal things up.
I doubt he'll charge $40/hr though. I'd be suprised if he charges more than $30. He did some work for me a year and a half ago and it was still $20. The attic is the only place for my pipes. My house is on a slab.

Oh yeah. I just remembered that my WH has a vacation setting, which I assume just keeps everything from freezing in the winter. That thing shouldn't kick on at all while I'm gone.
