Pruning Weeping Cherry Tree

Hi: When and how should a weeping cherry tree be pruned. The one I have has the normal small braches coming off of the middle but up higher in the tree there are several large ones going straight up. Should these be cut off to promote growing lower on the tree? Thanks. JP
