Bandit 1590 winch does not work?

About a month ago our winch cable went threw the chipper. we havent needed the winch until now. I replaced the cable with a new Rope and went to spool it on the drum. but nothing happens the drum wont turn, all i hear is hydrolic whine like when a log is to heavy for the winch to pull. the motor free wheels and turns ok so what the problem?

I also noticed that there are two hydrolic flow sensors and the one next to the hydro tank and filter is glowing red and the one by the control levers is not lit. does this mean any thing?

be very careful and loosen all the hyd. lines and release all the pressure, it more than likely over powered it when the cable came to the end .
