For hand filing with a round file, inside out is the most comon and easist. The file also tends to last much longer. The outside of the cutter is chrome and much harder than the steel under it and so it wears the file faster to attack the chrome from the oustide.
But it will not ruin your chain to file from the outside. That is a complete lack of understanding and misleading of the person seeking to learn about sharpening chains. In fact the much faster cutting square filed chains are almost always filed from the outside.
In my experiance filing from the outside will not wear a file as fast as dragging it backwards across the metal will.
