Best time to transplant?

I have a few maple (don't know which variety) seedlings, about 1 to 3' tall, and a few small oaks (again, don't know which variety) about 2 to 5' tall. What is the best time to transplant these guys? Also, any comments regarding moving them from the NYC metro area to the Washington, DC metro area (basically similar climates; not much worse in the DC summer, not much worse in the NY winter). Thanks for any recommendations.
 
The best time is when they are dormant, i.e. no foliage. If you have to wait when they have leaves, wait untill the new growth has hardened off.

You shouldnt have any issues with the two different locations.
 
Oaks don't generally move as well in the fall as they do in the spring. If you have the option, wait to move the oaks in early spring (before the buds swell and start to open). Also, the D.C. area is about 2 weeks ahead of NYC as far as seasons go.
