Is this normal?

Hello. I planted this shumard red oak a few weeks ago and have noticed that some of the bark is peeling about 1 foot up the trunk in one spot. Curious if this is normal shedding of bark or if I may have an issue with the tree.

Definitely damage of some sort.

Looks bad to me.
Also looks like it was planted too deep.
And mulch shouldn't be up against the base of the trunk.
