What the heck is this thing??

Local shop has this contraption below, but I can't figure out what it is exactly. Its marked "Tanaka TED-270PFL", but all I find on Google searches is a gas powered drill. Clearly, its not any kind of drill, but looks to be some sort of hoist....maybe for lowering limbs out of a tree? Any guesses??

It's a drill/winch system.
