Paving by trees, water needs, and pine/oak

Hello,
I have 3 questions:

1)What should be done with trees that were just paved next to? Is there any care that should be taken?

2) what is a general rule of thumb for water needs of a mature tree, I realize all trees and situations are different but I am just looking for a general rule of thumb. Through some research these are the 2 things I read.
- One to three inches of water a week
- 10 gallons per inch diameter of trunk a week

3) I was asked this question and I have no idea;
What can be noticed when a pine and oak are planted next to each other, I believe the question was asking in terms of figuring out what type of problems/diseases one may get and the other will not

Who is paving in the middle of winter?

The state is so set on burning money here they had crews up with equipment and steam thawers last week to start "construction season". Waiting 2 months would have saved a TON!
 
Short-stop growth regulator is a good idea to slow the trees decline response to the paving. Depending on where you are you can get a 65-90% canopy growth reduction. This 3 years of top-growth reduction will give the tree roots time to recuperate without having to spend unnecessary resources on the canopy. 1-3 inches a week is optimum, and mulch whatever base you still have to mulch. If the trees are growing near each other, just try and trim the Oak off of the Pine if it tries to take over all the light. The Pine needs light, and issues like mites or fungi can develop if it's shaded.
