Besides cutting out dead wood what would you do to this tree?
I want to cut all the small branches from the bottom half of the trunk.

What are your thoughts/ input?

It is in Texas and it is an oak

Do tree companies avoid doing this in the summer all together?
I guess save trimming jobs for the winter only?

Also will the suckers just come back?

Not all avoid it...just the responsible ones. And Oak wilt is just a problem for Oak - so there is plenty of trimming to do on other trees the rest of the year.

Often, yes, the suckers will come back. Hard to say from 1 picture, but I see those on healthy trees (which that looks to be from 1 picture) where a neighboring tree was removed and the tree got more sunlight where it hasn't had it before. they are taking advantage of the new opportunity to produce more photosynthate (food). Is that a dead oak on the right of the picture?

Yup

I cut down an oak in my front yard. It kept dropping huge limbs in the yard d and on my house. Had a lot of rotten limbs 6” diameter at base but still looked green on the ends.

Now one in the back yard has a strip of fungus going up it and bark cracking

What about these trees, same thing? Clean up the suckers on the trunk and dead wood?
I have a lot of neighbors asking me to trim their trees for looks and dead branches. I haven't cut any yet. ill wait till the right time of the season now that im more aware of Oak Wilt.

When I bought my house there was 3 stumps from the previous owner cutting down trees. I asked them to cut down a 4th one as part of the deal when we bought the house because this tree was on its way out.
The one I cut down recently(5th tree) was a huge oak that was slowly dying and dropping huge limbs on my house and yard. Now I have a tree in the back with fungus going up the trunk. ill post pics of it soon.
I guess my trees are in trouble. Not sure who to reach out to local here in Longview TX

It is reasonable for neighbors to ask that dead limbs that could cause hazards to be removed. If they don't like the looks let them know they are free to foot the bill for the cost of a professional consultation and pruning.

Those trees have been over raised in the past or trees were cut from around them opening up light. Trimming the sprouts off while may be more eye pleasing will allow your trunk to bake in the hot east Texas sun . I would raise them a bit but not higher than 15 feet. The good thing is, it appears the canopy on those trees appear healthy. The bad is not knowing the reason the others died and whats going on with the fungus you mentioned in the back. You also need mulch organic in the crz. I have been in Longview in summer hot humid place but dry to the bone in August most years.

Please explain this more
Organic mulch ie wood chips around critical root zone 2" deep but not touching bark will reduce compaction and feed roots as it decays will curb competitive allocation of available water the turf grass is sponging up in that area "as well as " cool the roots in summer and warm them in winter.

Here is what is going on with the tree? What do u guys think? Other trees next to it are fine besides the dead one.

The crack runs from the base up the main lead to the top of the tree. There are holes in the crack from insects.
