Girdled Tree Root

Should I remove this girdled tree root? The tree is a Cedar Elm about 6 years old.

If it is from the same tree it will graft together. Root tissue and root tissue will graft, not girdle. The problem is when trunk tissue and root tissue meet, they won't graft. I'd leave it.
