Weeping Pea Tree

Hi gang! We have a weeping pea tree that has no leaves or buds this spring but it still appears to be alive I guess, it shows light green under the bark when scratched away with my thumb, whats the deal?

If the buds are still green it ma just be a late bloomer

No buds = little hope. Wont hurt to wait.

I can't tell if what im seeing on the tree is buds, really doesnt look like it.
