Stihl 023 won't start

Gifted a non working Stihl 023 saw that has been sat for a while. It won't start.....

Replaced Spark plug, fuel, fuel filter
Cleaned the air filter.
Check the spark and it seems good.
Compression "seems" ok
Checked the piston on exhaust side no damage noticed.
Fuel is getting to cylinder... and also the exhaust....

It seems to flood rather than start, any ideas welcome.

Start by clearing the flood. Pull the plug, turn it upside down and crunk it it a few times. Turn it upright and hold a lighter over the plug hole, crunk it a few more times.
Reinstall the plug and hold the throttle wide open while crunking a little more.
 
When you "sort" the high, make sure to use a tachometer so you don't allow it to run fast enough (or hot enough) to seize it. Otherwise, if you don't take it to a dealer, or at least check the base carb specs and open it at least as much as recommended from full seat. If going the latter route, listen carefully and make sure it sounds right to you and avoid prolonged unloaded revving to be safe. If you run it lean you won't run it for long...
