What is missing? 084 Stihl

What is missing on this 084 filter base? It has to be sucking dirt in through the holes in the back side that I can see through. What is supposed to be in the holes? I cannot see anything looking at the parts book. Parts book shows it takes part number 1124 120 1603 but the number on my part is 1124 124 3400. The parts book picture looks the same as my part. It seals to the entire carb housing like the early 064 set up. Make sure the rubber grommet for the carb adjuster screws is firmly in place or it'll suck in sawdust.

That explains why the previous owner had the filter base siliconed in place then. It still leaked dirt which is probably why I am having to put in new crank bearings. Would the 088 filter base interchange with this old crappy set up? Picture of the tank handle is the dirt remaining after running through the dishwasher 2 times. DSCF1371.JPG DSCF1373.JPG
