Gingko tree issues

I planted a 6' gingko tree three years ago during late fall. We have had two rather dry summers and I have not watered it enough each summer. Both summers, the tree dropped its leaves mid summer and grew new leaves before fall. This year it appears the very top foot or so of the leader has died. Will I be fine cutting this off and will it encourage new growth next year?
 
Cutting the dead off will not encourage new growth. Proper care of the tree will encourage new growth. The dead in a tree is already considered gone by the tree. Removing the dead is mostly aesthetics (and wound closure, exposure to decay, etc.).
