Do you have a multimeter? If you do you can hook it up to the pigtail were the clutch plugs in. It should read between 12 and 14 volts. If you loose voltage when the intermittent problem happens it’s most likely the wiring and not the clutch itself.

If all the wires and connections are good it is probably the coil located in the clutch itself. How many hours does the clutch have on it?

Don't forget to check belt tension at 1hrs, 5hrs, and 10 Hrs after replacing it.

The belt would make sense. My 252 wheel will lose RPM when the final drive belt slips. unless someone is staring at the wheel the operator wouldn't notice it until it completely stops. A good rule of thumb for me was to check belt tension at 1,5, and 10 Hrs. after replacing belts.

How far into the stump are you starting your cut? Most often when I had a machine climb and stall out I was trying to cut in a larger arc than the tooth and pocket setup will allow.

I think your correct. Normally a start capacitor should be 1.5 times the voltage of the motor. The common capacitor for a 230 volt motor is 370 volts.

Does the motor have two capacitors or just the one in the photo? Some motors have Start and run capacitors. I believe you have a dual run capacitor. Could you take a picture of the electrical connection on top of the capacitor?

I believe North land chippers out of Canada makes them or has them made. I bet if you took a few photos from google images into a fabrication shop they could build one for a reasonable price.
