Sounds like you've got the fuel lines to the primer bulb on wrong. The primer can only suck fuel/air out of the carb and into the tank.

I used an MS310 (older version of MS311) for a few years and just recently bought an MS261 non mtronic to replace it. The weight of the 311 is probably going to bother you especially if you're pruning trees with it all day. And from what you listed it will be used for I don't think you'll need...

That's an original homelite chain. Either original to the saw or bought as a replacement from a homelite dealer way back when. I just repaired a Super XL Automatic that had one but was missing 2 or 3 cutters.
