Arborvitae Problem

A friend asked me to look at these arborvitae. They have brown patches in several spots with maybe a little more in the back of a few, back meaning closest to the house. I didn't have a loop with me and shook the branches over my cupped hand. Out of all the arborvitae I noticed the same bug, a small almost ant like tiny bug with wings.

I would appreciate if you guys would look at the (bad) pictures and see what you think. Insect or otheR problem or both?
