Hello! So we have a little dwarf spruce we planted last summer only about 3’ tall and over the winter a deer completely ate out the middle of it. I’ve been watching to see if it comes back this spring - apparently the top half is completely dead, but the bottom 12 - 18 inches is alive with new growth. Is there anything I can or should do to encourage it’s survival? Do I cut off the top part or let it be? Thank you!

It sounds like it will be fine. I would only cut off the damaged part if it is truly dead and not benefiting the tree in any way.
But yeah, deer need to be controlled. You can build deer fences but it's expensive and needs a lot of work. Deer tastes nice though.
