can you graft and oak tree to locust tree for some real nice hard firewood

That is not how it works... It is VERY unlikely that locust and oak would graft together. But how a graft works: you take a hardy rootstock and the top with a feature you want. The resulting tree is just what the top is, roots are only feeding it. So if you graft an oak onto a locust root stock, you end up with an oak.

What you want is cross pollination. And no...that would be kinda like breading a cat and a dog. Different species, different genus, different families.
