Downed Tree - What to do?

A big storm ripped through Phoenix a few days ago and a 10-year old tree felt the wrath and was blown over. See the picture, it would've fallen completely to the ground but it is resting on our fence. The first question is do you think this is salvageable? There is no way for a vehicle to pull to either side of the tree as there is a wash. Also, the only way to hoist it up might be through manual labor or possibly a small Cat if it can fit through my gate.

My landscaper said it would cost about $400 to salvage it and about $250 to remove it. I'm considering everything, even having my brother come over with his chainsaw and doing it ourselves.

Any guidance and/or advice would be appreciated. Thanks!
