Fir tree looks like it’s dying in the middle

Hello,
I’m new here. I live in the Pacific Northwest, and know nothing really about plants and trees. We have these two trees My neighbor planted in our back yard about 10 years ago and they started looking like this about 6 months ago...does anyone have any idea what’s going on, and what I can do to fix them?

Thank you! Lots of great info. I think if the weathers decent up here in Seattle this weekend, we will go out and prune off the dead branches. Once they’re off, will it fill back in?
