Hand tool identification.

Hi Guys, I'd be grateful if someone could identify this tool please?. I have an idea what it's for but never saw one with two functions on it so I might be wrong !!!.

Maybe for tying a particular knot?

I think it's a tree bark marker, I have and use an old one with only the top cutter like this one in the photo .. I suspect the lower arm is for cutting a circle in tree bark revolvolving round the point on the top arm.

Neat! I've been working in forestry for years and I've never seen one of these but I've definitely seen scribed markers. I always figured they were cut with gouges. This thing looks handy!
