I have an arborvitae in front of the porch. DW wanted it smaller and I trimmed it hard. I trimmed back from knee height down past the green part. DW thinks it’s “ugly “. Can this bottom part fill back in?

Short answer NO, but you can spend some time and cut the brown area out and pull starting from the bottom some branches down into the brown area. Place a planter for flowers in front is another option. In the end you still have old bushes and I would bite the bullet and freshen up the front landscaping with new.
