Help with sick oak tree

Hi I was hoping someone could help identify what is wrong with my Oak. See photos. For several years now the leaves have been sprouting late and then it does this midsummer. Located in Kansas City Missouri. Thank you.

Anthracnose is my guess.

Are you in an area of high PH (alkaline) soils?

Looks like a pin oak.

It may be decline from having 'scale'.

Apart from nematodes severe chlorosis leading to leaf scorch is very likely an abiotic disorder. Hence the question of PH, the leading cause of nutrient deficiencies.
