Hope save a spruce tree

Last November we moved into a new house. In our neighbors back yard, but very close to the property line is a nice big spruce tree.
Albeit a bit sick. I would like to help them save it (they've not tech savvy)

I'm not worried about it falling on the house, its too far away. And I couldn't care less about the fence.

Possible cytospora with the branch die back. Norway spruce is somewhat resistant. Maintain proper tree health and consult an arborist.
