As long as it was shipped Priority Mail, it's insured and USPS will refund the value of the item, up to $50 unless extra ins. was added at the time of shipping.
It doesn't come out of the seller pocket.
Either the buyer, or the seller can begin the claim. You will need to have proof of the value of the item though and upload it along with the claim. Usually not a problem, unless you're shipping something you have no receipt for - like granny's vintage porcelain music box. ... it took a couple of months and escalation, but I got refunded on that, too.
USPS is very good about the refunds.
USPS recently added extended tracking information availability, specifically for online sellers/retail, but they have to pay extra for the service.
If nothing else, being escalated for a claim should motivate someone higher up into finding the missing/delayed package.
Well...it showed up last night. Just had to sick agent TNT on them.
Hopefully that means that the USPS is getting close to the bottom of their piles.
Anything that I have ordered recently seems to be arriving in a reasonable time frame.

Why do tax payers have to continually bail out the usps? It’s something like 70 billion over the last decade. What’s fugged up is a failing business is allowed to exist. Imagine if UPS or fedex fugged up enough that they needed constant bailout from taxpayers to stay in businesss and then never fixed anything. The USPS wasn't designed to be profitable. They aren't "asking" for tax payer money any differently than any other government funded entity.
UPS and FedEx are private outfits. Also same reason a 10lb box costs $75 to ship with them and only $30 with USPS.

It wasn’t designed for them to be losing money either. I’m not OK with paying for your cheap shipping, many other Americans aren’t either. Maybe they should raise their prices so they don’t have to take money out of my paycheck each week so you can get your half price heavy weight package delivered.

Maybe take it all the way and make me pay for people’s kids to go get re-educated too?USPS is forced by Congress to fund their retirement, etc. expenses, as opposed to all other Federal agencies, which take them directly out of our tax dollars. So you are paying a lot more for other government agencies who don't self fund, even if you don't directly use their services. They also have legal mandates on their services, which private companies can avoid. This is coming close to the political realm, so I am cutting it off here. Here is one of those 'fact check' articles on it.

Just call the spade a spade and admit the usps has turned into a socialist program so Americans can get below market value shipping when in reality they’re paying more than what it costs to ship ups or fedex. All they have to do is raise their prices so they can break even and not beg for money every time a bill comes up in Congress. They can’t do that though because their service is subpar to the other carriers and they know everyone would bail.

But before it gets locked I’ll point out that fire and police departments are not socialist, neither is plowing roads. Just because the government provides a service that doesn’t mean it’s socialist. The entity was meant to be net neutral. You make too much, you get ***** slapped by Congress, like what happened in 2006. You make too little, you get to ***** slap the citizens of America to bail you out so you can stay in existence. The problem is, the USPS has been ***** slapping the American citizens for over a decade, to the tune of 70+billion dollars. The more we throw at them, the worse the service gets. “It’s Christmas, it’s Covid, it’s everybody has a birthday in August, I need a bail out”. A bill comes up in Congress and they got their hand out begging for money. No, you need to up your fuggin service and raise your prices to reflect them, to get to market value.
