Is our Honey Locust dying?

Besides out apartment building grows a large Honey Locust that is around 60 years old. In the last couple of years it has been dropping branches, some of them larger.

After doing a bit of research I found out that this tree has already approached the average lifespan of 60-70 years. The bark on some of the large branches looks suspicious. There has also been some construction work under the sidewalk that is under the tree, which probably left some of the roots damaged. By the way, there are literally hunders of people passing under this tree each day. My rationale is that maybe it's better to remove this tree and plant a new one as opposed to pruning it some more and hoping that branches will stop falling down. What do you guys think?
 
This species is prone to limbs splitting, cracking and shedding. They often drop many small dead limbs as well. As suggested, an inspection by a qualified arborist would be a great suggestion to make to whoever is in charge of the property.
