Powderish balls on Bald Cypress tree

Hello everyone my name is Siggy and I am in Alabama.
I need some help from you experienced people.
I have a Bald Cypress it is about 8 feet tall and maybe 2 inches in diameter.
Planted it las Fall ans it came out really nice here lately, but I noticed a couple of days ago it had some little balls on a couple of limbs.Maybe roughly 20-30 little balls, when I pull the balls off they seem to be made of powder.(?) Can someone tell me what they are and do I need to take some kind of action to get rid of them or just leave them alone. I have attached 2 pictures of them for viewing.

Any suggestions and all comments will be very much appreciated.

Looks like a scale insect. There are systemics that control and but winter dormant oil spray may be a better option. Proceed with caution because some plants can not tolerate some applications. The good news scale does not cause a quick death meaning your have time. Dormant spraying may take three years in a row.
