problem identification and cure

I have attached a picture of a Cherry Laurel with premature leaf loss, situated in southern UK, waterlogged early Spring, no signs of any bugs etc.
Looking at root rot or Chlorosis as potential causes but any suggestions, confirmation or otherwise on cause and cure would be appreciated.
 
I would suspect some type of root rot or fungus. Lots of competition for root space, but plenty of water as evidenced by the rose blooms. A couple other plants are showing evidence of being too wet also. What is killing the vines on the wall?
