Quaking aspen disease?

All of the new growth ends on my aspens look like the attached picture. Was growing fine and started looking like this with shriveled underdeveloped leafs. Looked through diseases and none of them seem to look like this when it comes to aspens. Any ideas?

Guess 1: flip the leaves over and see if there are tiny bugs on the back sides.

Guess 2: Did you have a hard frost?

Guess 3: Have any chemicals (herbicides) been applied in the area?
 
No bugs, looked at a couple different trees. No hard frost. Guess 3 though would probably be it. Used roundup and was careful but not careful enough it seems. All the trees are connected by one root system.

Is there a remedy or do the trees just need to tough through it?
 
Interesting, there were some trees that were trying to grow outside the fence and have since been cut but they may have been sprayed by our neighbor...not sure what he used but since they share the same root I am guessing it spreads to all the trees?
 
Hmmmmm...we may be on to something now. See if those stumps were treated with herbicide. If that is all the curling you see they will probably bounce back...but the symptoms may keep progressing. You'd see that in the next couple of weeks.
