When they put in the carb that was meant for a saw with a primer bulb, did they plug the port that goes to the primer?

They didn't make a version of that series saw that had a primer bulb.
We know that, the issue is someone installed a carb that was meant for a saw with a primer and I'm wondering if they plugged the port that would go to a primer or if someone actually left if open and expected the saw to run properly.
