Stihl ms250 help, new engine, will not start

Not the carb. I figured it out. New carb flooded. I cannot pull hard and fast enough for a good spark.
I pulled the spark and pulled hard and fast. Nice spark at the end of plug. When I pull slower not real spark.
I put back together and tried to pull hard and fast and the pawg broke. I have to pull slow to engage then fast. This is not enough to turn over. It kinda starts like coughs and stops then it is flooded.
I looked at how the pawg broke. Only side tip breaks like it is only half engage.
I pulled the flywheel and found the wrong part number on the back from what I ordered. It is 1130-400-1204 not what I wanted 1123-400-1203. It is 20mm short and not fully engaging the pawg. Also the guy told me the number on the back of the the flywheel is not part number. It looks like it but it is not. Can you just confirm the guy is FOS?
 
No, there are different ignition combos, and the numbers on the back of the flywheel are crucial. Most other parts, the "number" on the part are not that important.

The 1130 FW is for the 017/170 family. In addition to size differences, the timing may also be different. If you ordered 1123-400-1203, not sure how an attentive dealer ends up with 1130-400-1204.
 
At you win. The timing is off. Looking at the key location and the magnet. Was also sparking at the wrong part of the stroke.IMG_20190121_201838.jpg

At least the middle number is the same, LOL. Wow. Good catch indeed.
