Tire on tree

Previous owners placed a tire around a tree. We would like to cut it off, but are afraid it may do more harm than good. I have no idea what kind of tree it is, never been able to get a definite identification whenever I have tried on my own. I don't think it is a very young tree though. We are concerned that removing the tire will hurt the tree more than just leaving there... suggestions?

root systems may have grown through the tire.....might not be able to get it out.....probably better off leaving it be...looks like a dogwood from pic but not sure...
 
Angle grinder to cut bead, sharp box cutter with oil on blade cuts thru sidewall easily.
Cutoff what is showing, then go after the rest of it minimizing damage to roots. Leave any pieces that are INside wood.
If left will eventually be the same as girdling the tree.
