I would like to know the methods and materials arborists should use when installing tree support systems. And can this be performed by a landscaper,or homeowner?.

Get a copy of the ANSI A-300 Cabling and Bracing standards. This will provide the current industry standards. This will also be the standard that lawyers will use against you if the tree fails and causes damages.

Yes, Scott -- homeowners and landscapers can perform their own cabling -- the result is similar to when they design and install their own computers/software from scratch -- as competent and effective as their level of expertise -- If they are not arborists, they should bring in a professional with skill and experience in handling the project at hand.
