Trimming Oak in the summer

I have a tree, which I believe is a pin oak. I need to make a few small cuts to clear branches which hang almost to the ground in front of my dock. Local arborists say to trim oaks only late fall and winter to avoid oak blight. Cuts would be on branches lass than one inch. Could I trim them now and then seal the cuts immediately to avoid whatever draws the bugs?
 
Yes, seal cuts when you must prune during growing season. Use pruning paint/wound dressing, or latex.
 
Yep...that is the only time that sealing the wounds is any good.

How bad is oak wilt in your area. If it is raging all around, I wouldn't make the cuts at all until October. If it pops up periodically within 10 miles, but never right there, I'd do it and paint immediately.
