In fact, every law is based on a moral foundation. “Thou shall not steal” comes straight from the Good Book, and we have laws legislating theft.
Morality is all that you can legislate.

I think you and I have much more to agree on than to disagree. By legislate morality I mean from a legislative body; i.e., Congress for those living in the U.S. Theft, while still illegal in both the common law of our government and by those who revere to the old testament, still happens, so by and large it is ineffective as a law, because humans act upon their own will, be they benevolent or malicious.

For example: Cap and Trade. Legislation to offset a person's carbon footprint. You're not fixing a behavior, only reacting to it. Abortion, is another example, no matter which side you are on. People will act upon their own will regardless of the law. Gun control is another example. I could go on and on...
