How about a close up of the twigs too? Both the more stout twig where the little twigs attach and the little skinny twigs where the individual leaves attach?
Close up of the bud may help too.

There's a about 9 of them at these apartments I placed bid on trimming. They seem to be growing very well in our environment but this is the first time I have ever seen one
I thought I might have a guess...but upon further digging, I do not. It occurred to me that Cladrastis lutea (or kentukea, if you prefer) has:
-zig-zag twigs
-bean-pod fruit
-Compound leaves where the leaflets are not opposite on the rachis
-Leaflets that are oval
Perhaps this is another species of Cladrastis. I can't find it if it is.
