What's Wrong with my tree?

We had a lot of rain in May and June here in Houston. After the storms the tree started to have problems.
Not sure what's wrong with it. A lot of dead branches, but the tree is still alive. I really could use some help on how I can save this tree. Any help would be greatly appreciated.

The damage on the trunk almost looks like sunscald, but that doesn't nessesarily explain the dieback of the crown. When you say rain and storms, the next thing that comes to mind is lightning. The tree could have been struck by lightning without visible wounds at first, and beetles/pests has done their job afterwards in removing the bark. Dieback of the crown is normal on a lightning struck tree. Keep the soil moist and pray that it survives.

If it's Fusarium wilt wouldn't it effect a rose bush I have right next to the tree?

How do I know if it's Fusarium wilt?
