026 Surging, What Do You Think? Crank Seals? Carb Needs Cleaned? Or ?

Check your throttle shaft for any play.
I get carbs that surge that have a welch plug leaking a minute amount of extra fuel into the idle circuit.
The first thing I do on an older saw is check that the welch plug sealer hasn't detached, and isn't floating around interfering with the needle fulcrum action.
I seal them with jb weld liquid fast setting epoxy, after first spraying with lacquer thinner, then blowing compressed air on it to leave an oil free surface for the epoxy to adhere to.
 
Do a pressure and vacuum test or at least spray some brake cleaner around seals, rubber parts, gaskets, etc. Fuel hose is ALWAYS checked for cracks. Crank seal under flywheel on half of that model I see.
