028 wood boss restoration

My son and I are restoring my old 028 wood boss that I bought when I was 20 in 1994. We replaced all the rubber parts and fuel vent, rebuilt the carb. Got new oiler on the way. But with the new up grades to the saw it has oily substance leaking out of the muffler and bogs at full throttle. Runs at top speed at 1/2 or 3/4 throttle. Did compression test cold 150psi warm 120psi. Need some of your guys input on what might be causing the bogging. Appreciate any info to help us restore this old saw.

Sounds like it’s running too rich or the metering lever is set too high.

The choke flap inside the airfilter may not be opening completely or its possible for it to be sucked into the closed position at WOT, try running it without the filter for a test run.
